the 13th March 1861, I reported that I had; Ordered the erection of temporary Barracks

upon Napier's Range, Kowloon, to be suspended

ground having been appropriated by the Military Authorities without

Knowledge; and in

March 1861, I pointed out that before permitting the

resumption of the works I had ineffectically.
